In the simplest terms - the tuning part of radios is set to continually sweep the radio band (AM or FM) without stopping on stations.
This creates a hodge podge of random noise, voices and songs to continually sweep through the radio. Spirits use the announcers voice & words, song melodies & words and even white noise to create voices and words.
The spirit Techs create a link to the radio and its user. Then they fine tune or tweak things to work more smoothly.
No one truly knows how or why this works (except the spirits).
